Who covers ISS Facility Services workers — award or agreement?

ISS is the Danish-owned facility services giant that cleans, secures and maintains hospitals, airports, universities, offices and defence sites across the country. Its Australian workforce is cleaners, security officers, catering and patient-support staff, and maintenance technicians — heavily part-time and casual, and working around the clock.

ISS bargains site by site and stream by stream (our corpus lists many ISS agreements below). The awards underneath are the Cleaning Services Award 2020, the Security Services Industry Award 2020 and, in hospitals, the Health Professionals and Support Services Award; the cleaning and security ladders are tabled below.

The federal awards relevant to ISS Facility Services roles:

  • Cleaning Services Award 2020 (MA000022)
  • Security Services Industry Award 2020 (MA000016)

Workforce snapshot. In its 2024-25 report to the Workplace Gender Equality Agency, Pacific Invest December 2004 Pty. Ltd. declared 16,491 employees across 8 reporting entities — 21.9% casual and 51.5% women, with 531 in management roles. Source: WGEA 2025 Public Data File, data.gov.au (CC-BY 3.0 AU).

Cleaning award floor — adults (1 July 2026)

The Cleaning Services Award 2020 (MA000022) adult minimums are:

ClassificationPermanentCasual (incl. 25%)
Cleaning Services Employee Level 1 (general cleaning)$27.08/hr$33.85/hr
Cleaning Services Employee Level 2 (specialised cleaning, machinery, leading hand)$27.97/hr$34.96/hr
Cleaning Services Employee Level 3 (supervisor, carpet/pressure cleaning)$29.45/hr$36.81/hr

Night, weekend and public holiday shifts attract the award's loadings on top; part-time cleaners must be paid the award minimum for every rostered hour, not a flat 'per site' rate.

Junior rates (under 21)

The Cleaning Services Award pays juniors a percentage of the Level 1 adult rate. From 1 July 2026 the junior minimums are:

  • Under 16: $12.18/hr
  • 16 years: $13.54/hr
  • 17 years: $16.25/hr
  • 18 years: $18.95/hr
  • 19 years: $21.66/hr
  • 20 years: $24.37/hr

Your rate must step up from the first full pay period after each birthday. Casual juniors add the 25% loading on top of these figures. An enterprise agreement's junior scale must leave you better off than this ladder overall.

Security award floor (1 July 2026)

The Security Services Industry Award 2020 (MA000016) adult minimums are:

ClassificationPermanentCasual (incl. 25%)
Security Officer Level 1 (static guard, concierge)$28.42/hr$35.53/hr
Security Officer Level 2 (monitoring, crowd control, first aid)$29.24/hr$36.55/hr
Security Officer Level 3 (control room, senior officer)$29.73/hr$37.16/hr
Security Officer Level 4 (supervisor of level 1–3 officers)$30.23/hr$37.79/hr
Security Officer Level 5 (site manager)$31.20/hr$39.00/hr

Night shift, weekend and overtime loadings are where a security roster's pay is made: the award's own worked examples put a Level 1 casual Saturday at 175% and Sunday at 225% of the base rate. Check a specific roster with the penalty rates calculator.

The ISS Facility Services enterprise agreements

Enterprise agreements set rates above the award, with their own classification structures and allowances. Current ISS Facility Services agreements in our corpus (13 in total):

Plus 5 more — search "ISS Facility Services" in our agreements database.

We don't reproduce agreement dollar figures here — the agreement covering your site, state and stream is the document to read. Find your agreement, then your classification, then your pay point, and compare it with your payslip. The award tables on this page are the floor every one of these agreements must beat.

Common facility services pay issues at ISS Facility Services

The patterns worth checking on a ISS Facility Services payslip:

  • Flat per-site rates that don't cover every hour actually worked, or that ignore night and weekend loadings.
  • Level 1 for specialised work — machinery, carpet, pressure cleaning or leading a team is Level 2–3.
  • Unpaid travel between sites and unpaid set-up.
  • Minimum engagements ignored on short shifts.

What to do if your pay looks wrong

Match your payslip to your classification in the agreement (or the award tables above), and price any gap with our back-pay calculator. Raise it in writing with payroll or your manager first — most underpayments are fixed at that step. Unresolved, the Fair Work Ombudsman (13 13 94) recovers underpayments at no cost, up to six years back, and your union can run the claim for you. Not sure which instrument covers you?
