Who covers Spotless workers — award or agreement?

Spotless is the facility services business owned by Downer, delivering cleaning, catering, laundry and facilities management to hospitals, stadiums, schools, defence bases and corporate sites, and running the Ensign and Nationwide laundry businesses. Its workforce is cleaners, kitchen and catering staff, laundry workers and event-day casuals.

Spotless has dozens of site and business enterprise agreements (below). Underneath sit the Cleaning Services Award 2020 and the Hospitality Industry (General) Award 2020 — both tabled below — with laundry and hospital staff on the Health Professionals and Support Services or Dry Cleaning and Laundry awards depending on the site.

The federal awards relevant to Spotless roles:

  • Cleaning Services Award 2020 (MA000022)
  • Hospitality Industry (General) Award 2020 (MA000009)

Workforce snapshot. In the 2024-25 Workplace Gender Equality Agency reports, Spotless Facility Services Pty Ltd, Spotless Services Australia Limited, Spotless Management Services Pty Ltd reported 6,442 employees (part of the Downer Edi Limited group, 17,371 employees in total, 24.5% casual and 28.1% women). Cleaning award floor — adults (1 July 2026)

The Cleaning Services Award 2020 (MA000022) adult minimums are:

ClassificationPermanentCasual (incl. 25%)
Cleaning Services Employee Level 1 (general cleaning)$27.08/hr$33.85/hr
Cleaning Services Employee Level 2 (specialised cleaning, machinery, leading hand)$27.97/hr$34.96/hr
Cleaning Services Employee Level 3 (supervisor, carpet/pressure cleaning)$29.45/hr$36.81/hr

Night, weekend and public holiday shifts attract the award's loadings on top; part-time cleaners must be paid the award minimum for every rostered hour, not a flat 'per site' rate.

Hospitality award floor — adults (21 and over)

From 1 July 2026 the Hospitality Industry (General) Award 2020 (MA000009) adult minimums in the food, beverage and clerical streams are:

ClassificationPermanentCasual (incl. 25%)
Level 1 (food and beverage attendant grade 1, kitchen attendant, glassy)$26.44/hr$33.05/hr
Level 2 (attendant grade 2, cook grade 1, clerical grade 1)$27.08/hr$33.85/hr
Level 3 (attendant grade 3, cook grade 2, gaming attendant)$27.97/hr$34.96/hr
Level 4 (attendant grade 4, cook grade 3 — trade qualified)$29.45/hr$36.81/hr
Level 5 (supervisor, cook grade 4)$31.30/hr$39.13/hr
Level 6 (cook grade 5, clerical supervisor)$32.13/hr$40.16/hr

Weekend, late-night and public holiday penalties apply on top — check a specific shift with the penalty rates calculator. Junior rates apply under 21 (percentages of the adult rate, except that liquor-service roles are adult-rated from 18).

The Spotless enterprise agreements

Enterprise agreements set rates above the award, with their own classification structures and allowances. Current Spotless agreements in our corpus (9 in total):

Plus 1 more — search "Spotless" in our agreements database.

We don't reproduce agreement dollar figures here — the agreement covering your site, state and stream is the document to read. Find your agreement, then your classification, then your pay point, and compare it with your payslip. The award tables on this page are the floor every one of these agreements must beat.

Common facility services pay issues at Spotless

The patterns worth checking on a Spotless payslip:

  • Flat per-site rates that don't cover every hour actually worked, or that ignore night and weekend loadings.
  • Level 1 for specialised work — machinery, carpet, pressure cleaning or leading a team is Level 2–3.
  • Unpaid travel between sites and unpaid set-up.
  • Minimum engagements ignored on short shifts.

What to do if your pay looks wrong

Match your payslip to your classification in the agreement (or the award tables above), and price any gap with our back-pay calculator. Raise it in writing with payroll or your manager first — most underpayments are fixed at that step. Unresolved, the Fair Work Ombudsman (13 13 94) recovers underpayments at no cost, up to six years back, and your union can run the claim for you. Not sure which instrument covers you?
