What covers BHP workers — award or agreement?
BHP employs around 40,000 people worldwide, with the large majority in Australia — WA iron ore, the BMA coal mines in Queensland's Bowen Basin, Olympic Dam in South Australia and Nickel West among them. Pay is set through a mix of individual arrangements and site enterprise agreements. Corpus examples: the BHP Iron Ore Locomotive Drivers Agreement 2024 (approved June 2024, nominal expiry 17 June 2028), the BMA Rail Enterprise Agreement 2024 (approved November 2024, nominal expiry 1 March 2028) and the Olympic Dam Employee Agreement 2023 (nominal expiry 5 February 2028).
The awards underneath are the Mining Industry Award 2020 (MA000011) for metalliferous mining (iron ore, copper, nickel) and the Black Coal Mining Industry Award 2020 (MA000001) at the coal mines. Nobody at BHP is meant to be paid award rates — but the award floor is what every agreement, contract and labour-hire arrangement is legally measured against, so it's worth knowing.
Mining Industry Award floor (1 July 2026)
Adult minimums under the Mining Industry Award from 1 July 2026. The award also has an all-purpose industry allowance (3.7% of the standard rate — $41.41 a week), which is why the FWC pay guide's hourly figures run about $1.09 above the base:
| Level | Weekly | Hourly (base) | Hourly incl. industry allowance |
|---|---|---|---|
| Entry level (Introductory) | $1,004.90 | $26.44 | $27.53 |
| Level 1 (Basic) | $1,047.30 | $27.56 | $28.65 |
| Level 2 (Intermediate) | $1,086.20 | $28.58 | $29.67 |
| Level 3 (Competent) | $1,119.10 | $29.45 | $30.54 |
| Level 4 (Advanced) | $1,193.90 | $31.42 | $32.51 |
| Level 5 (Advanced specialist) | $1,271.80 | $33.47 | $34.56 |
| Level 6 (Dual trade) | $1,334.10 | $35.11 | $36.20 |
| Level 7 (Dual trade instrumentation) | $1,388.10 | $36.53 | $37.62 |

Black Coal Award floor — the BMA context
At BHP's Queensland coal operations (BMA — the BHP Mitsubishi Alliance) the relevant award is the Black Coal Mining Industry Award. One structural difference matters: ordinary hours average 35 a week, not 38, so the hourly floor is the weekly rate divided by 35. Production and engineering minimums from 1 July 2026:
| Classification | Weekly | Hourly (35-hr week) |
|---|---|---|
| Mineworker – Induction Level 1 | $1,090.10 | $31.15 |
| Mineworker – Induction Level 2 / Training | $1,111.10 | $31.75 |
| Mineworker | $1,187.80 | $33.94 |
| Mineworker – Advanced | $1,245.10 | $35.57 |
| Mineworker – Specialised | $1,373.10 | $39.23 |

Award floor vs what BHP actually pays
Mining is the clearest example in Australia of the gap between the award floor and market pay. A FIFO plant operator or truck driver at a BHP site typically earns a multiple of the award minimum once site rates, roster loadings and bonuses are counted — that's the market, not generosity, and it's entirely lawful to pay above the floor.
So why does the floor matter? Three reasons:
- Labour hire. Contractors doing the same work as directly employed crews have historically been paid much less. Fair Work Commission same job, same pay orders have been lifting labour-hire pay at several BHP coal mines since 2024 — the comparison point is the site agreement, and the award sits underneath both.
- All-in rates. A flat FIFO rate must still beat what the award would pay for the actual roster — long swings generate a lot of overtime, weekend and shift hours at penalty rates.
- Better off overall test. Every enterprise agreement above is approved only because it beats this floor overall; the floor rises each 1 July regardless of where agreement bargaining is up to.
Common pay issues on BHP sites
Worth checking, whether you're direct or labour hire:
- Which instrument covers you — direct BHP employment, a site enterprise agreement, or a labour-hire company's arrangement can each apply different rates for the same pit.
- Roster maths — an annualised FIFO salary should be reconciled against award overtime and penalty entitlements for the hours actually worked.
- Classification vs task — operating specialised equipment or holding statutory tickets should be reflected in your classification, not paid at a lower level.
- Unpaid time — pre-starts, hot-seat handovers and travel between camp and pit gate on rostered days are recurring flashpoints; what counts as paid time depends on your instrument, so read it.
What to do if your pay looks wrong
Keep your rosters and six months of payslips, identify the instrument that covers you (ask for it in writing if you're labour hire), and price any gap with our back-pay calculator. The MEU, AWU and AMWU cover this sector. Unresolved, the Fair Work Ombudsman (13 13 94) recovers underpayments at no cost — up to six years back, which on mining money is worth the phone call.
